The current or proposed business must be physically located within BDCC's designated region of Windham County and the towns of Readsboro, Searsburg and Weston, Vermont.

• Plans may be submitted for proposed start-ups or existing businesses with annual revenue of less than $500,000.
• Preference will be given to those plans that propose the creation of new jobs.
• Businesses or proposed businesses must be for-profit organizations.
• Close examination will be given to the management team and/or owner's strength, experience and time together.
• Close examination will be given to the previous business experience of the applicant.
• Preference will be given to applicants with a demonstrated need.
